Why this handbook exists

On July 1, 2026, Workforce Pell opened federal grant aid to short-term workforce programs — and attached the toughest outcome standard in Title IV to it. The 70/70 rule is simple to state and unforgiving to administer: 70% completion within 150% of normal time, 70% of completers employed in the second quarter after exit.

The regulation lives across 34 CFR parts 600, 668, and 690, in a May 19, 2026 final rule, and in fifty different state methodologies. The schools that will keep their eligibility are the ones that treat compliance as an operating discipline — a cohort file maintained monthly, not a scramble at reporting time.
